Found today that my handlebars are loose on my '17 TG. Can I get to the bolts by taking the windshield and outer fairing cover off and pulling back the inner cover?

You can just take the bottom inner cover off back by the bottom of the info center screen. You only need to get to the bottom two bolts to tighten or loosen.
