Wierd Road Star Throttle Issue

OK, here's one for the books - Engine off, twist throttle, let go and it snaps back as it is suppose to-
Engine running, twist throttle, let go and it doesn't snap back (just stays wherever it was twisted to)-
Any thoughts as to the cause?

About 7 years ago on my Venture, I had that same thing happen, turns
out that there are two cables that run on the throttle one of them
was BUSTED down at the carbs. check soon please.
in other words my return cable was broken.

Oddly enough, the issue resolved itself - no idea what caused it but it's OK now - thanks for the responses.
