Has anyone replaced their rear rotors and had a problem with the black surface on them?

I thought they were painted black and I tried to remove it with "Goof Off", gasoline and brake parts cleaner, but no luck.

Not sure if the surface is painted or if it's just a process from being cast iron.

Are they Harley Rotors or aftermarket, How many miles did you get out of first set of rotors?

The original rotors on my '12 Trike had 13k on them (pads were gone and they had grooves in them). A mechanic in the shop where I worked turned them for me because at that time the MOCO hadn't improved the rotors and wanted $250 each for them. When he turned them they didn't turn as well as auto rotors, the material came of like steel wool, however he was able to get them looking good. I put Lyndall pads on and got an additional 18k out of them (31k total for rotors).

Put new rotors and MOCO pads on saturday, needed to have new caliper pins and the originals were getting worn down and the pads front and rear were wearing oddly (piston side gone while other side like new). Test rode about 10 miles, whatever the black was is gone, rotors are shiny as they should be. Pulled rear pads yesterday just to make sure they looked OK except for a small amount of black streaks which came of with a couple of taps on the work bench. Put everything back together and all is well.

Will know more after the initial 100 mile wear in period about the stopping effectiveness.
