Dog carrier options

Have a 15# terrier and would like to be able to take him along for rides. Have searched the internet for commercial options but wondering about strapping him in the luggage carrier. Is it safe to travel with the luggage carrier's lid up? Is it strong enough to withstand 30-40 mph winds? Any suggestions very much appreciated.

The tour pack lid will never withstand that kind of force and will break where hinges attach at the lid or base or both.

Personally, I think taking any animal on a motorcycle is unsafe for it and you. If you are involved in a crash the pet will no doubt, be severely injured or killed, plus having it as a passenger is certainly a distraction.
 
I 100% agree with @ISP-FL as you will not know what is going on behind you.
From experience, we also have a 15# miniature schnauzer and when I had my road king, I spent time & money on another Tour pack… cutting a hole in the lid, painting it, and adding a 4pt tie down inside the tour pack, and went to pet smart and bought 4 tie offs, to allow just enough movement but not to allow her to jump out.
… but we could not see what she was doing behind us and I was very uncomfortable AFTER I went through the work, time and $$.
I even bought “Rex Specs” for her.

I was very uncomfortable not seeing her & also concerned for her safety even though I know I made a well designed tie off system for her.
I sold it and was never actually used on the road.

Although I’ve seen some still have similar set ups and even take their pup pup to some rallies that we attend… it’s just not a good idea.

….just my opinion.
