I know the electrical system on my 17 is probably diff than yours but make sure your brake light isnt stuck on,my cruise stopped working and the rear brake light switch was shorted out and the brake lights were stuck on.

Brake light switch problems are #1 reason cruise control stops working

I think you may have retrieved the code with the engine run switch in the off position. It must be in the on position. I think this 'code' comes up when it is not in the on position. Try it again and see if you can get the correct code.

I had that problem when i had my 2015 freewheeler. turned out to be the front brake master cylinder. they replaced it under warranty and all was fine. The master cylinder would not hold pressure and the brake light was always on so the cruise wouldn't work

the charging system is also acting up will let yall know what i find

found out on the charging system bump it with a rubber hammer and it starts to charge . (rectifier) took it off cleaned and added a new ground and it still does it occasionally. have ordered a new one. we will see.

replaced the rectifier and found a blown fuse now everything now works

did 380 miles yesterday no problems went to the Georgia guide stones.
