pre load

I have a Voyager on my HD Sport Glide and Tow Pac units on our Burgman scooters. Two comments:

1. When you put the 1" block under the wheel were the two outriggers off the ground? If not, it may already be set to about 1" preload.
2. Due to the weight of the HDs, I've found that using 1-1/2" preload gives quite a bit more stability in the turns, and minimizes the outside wheel lifting. It makes for a slightly stiffer ride, but it feels much more stable under all conditions. It also transfers a bit more load to the front wheel so it should feel more stable as well.

Do I need to losen anything else?
Do I losen the 8 nuts before I put it on the preload block or after?

It is deceiving but things do move, set the rear tire on the block and loosen the nuts so they are free and re-tighten to spec I believe is 35 ft lbs. Then test ride.
 
I believe the inside wheel comes off the ground. If it is doing the opposite then that is your problem.
That was the problem my wife had with riding on ours. Opposite lean. Weird feeling.
