headlight Adjustment

Have my new 2016 triglide home now, before pickup I had the dealer install the comfort ride lift kit. I do not think they readjusted headlight after the install, looks like its pointed quite low. read the book and it says to leave the outer ring in place and insert a 5/32 ball hex in the adjustment hole. there is a rubber o ring filling the hole should I try to insert the hex above or below the rubber?

See if you can nudge it to the side to expose the screw.
