Harley Servi Cars rear wheels and fender wells

I've kinda been looking at servi cars and it seems that on a lot of them the axle appears off center (usually to the front) of the wheel well. Was relocating the box rearward for more room a thing or is there something else going on? TIA, Kevin

I think you can center the rear wheels buy the chain adjustment ? if you add a link or two it will pull the axle back ?
