Hannigan Transformer lighting issue

I am trying to put Leds on tour pack in place of standard 1157. Lights stay lite and brake lights do not work on tour pack. Was told voltage to tour pack LED are sensitive to 5 volts . Hannigan Transformer conversion. Help.:laugh:

You may need a load equalizer, Led lights draw less current
