Ok maybe I am not to smart but can not figure how to go to the lowest hole on my passenger pegs. I can go to the second hole down but then the peg hits the lower bolt. Manual is no help just says there are 3 positions.

Usually one of the holes has a plastic plug in it, and it has to be removed for you to move a bolt to the hole that is behind the plastic plug. Not sure if that is occurring in your circumstance...ie. you may already be at the lowest mounting point.

If you are looking to get more passenger peg/floorboard adjustment for passenger comfort, take a look at the FB16 at this LINK.

It turns the 3 position option into an option for 16 different positions. It is MUCH more comfortable than stock, no matter which of the 16 positions you use, because All of them are 1" further out from the trike, which is Much More Comfortable for the majority of passengers.
