Members of ABATE of South Carolina continue to work hard to make H3231 the law of the land in the Palmetto State. The bill amends the Code of South Carolina to prohibit the Department of Transportation from discriminating against motorcycles, motorcycle operators, or motorcycle passengers. One way it does this is by prohibiting motorcycles from being denied access to highways, bridges or transportation facilities that are maintained or have been constructed with public funds. Under this bill, cities, counties and towns will have to make reasonable accommodations for motorcycle parking in lots and garages that were built or are maintained in whole or in part with public funds. It is fundamentally unfair to deny motorcyclists access to public facilities which are maintained or were constructed with their tax dollars.

The bill, which was presented by Senator Grooms, was heard in the Senate Transportation Committee which he chairs. It unanimously received a favorable report. The bill now goes to the full Senate.

If you would like to voice your support for this bill to the members of the Senate, you may email them at the following link:

If you do email your support for this bill, please make sure to send an email to Senator Grooms thanking him for his efforts to pass this bill of importance to South Carolina motorcyclists.

Thats music to my ears brother... we can only dream of sensible decisions when it comes to motor cycle laws.
how often does a politician or so called civil servant actually do something to protect our rights... give whoever put forward such changes a medal...and a medal to those who put it through... good on them

Re: South Carolina Equal Access Bill for motorcycles advances

I just sent a congratulations and support letter about this... had to cheat on state and zip code to send it, i did apologise for doing so and included my real address

Re: South Carolina Equal Access Bill for motorcycles advances

Interesting I guess but I don't understand. I have ridden most of the U.S. and Canada for over 42 years and have never noticed any "discrimination" against motorcycles. Have never been denied access to anything because I was on a bike. Have ridden South Carolina many times without problems--is there something I have missed?

Re: South Carolina Equal Access Bill for motorcycles advances

There have been reports of private parties who have received SC state tax money and banned MC access to these locations. This bill grants MC to have the same access.

Re: South Carolina Equal Access Bill for motorcycles advances

In Cincinnati public parking garages in the downtown area will not permit motorcycles to park there. They give no reason other than " we don't take motorcycles". I'm not sure whether these businesses get city money, (although I wouldn't doubt it because it seems everyone does down there) but they sure do discriminate.

Don't think it's motorcycle they are against. I believe it's the load obnoxious noisy exhaust some riders incest on the are against that ruins it for the rest of us.

Re: South Carolina Equal Access Bill for motorcycles advances

Well let me figure this one out?
You pay license and tax on your motorcycle same as your car, How can this even begin to be an issue?
You are required to obey the same traffic laws as a car, you cant be denied access to a public road or public facility that your license fees and taxes support.

Re: South Carolina Equal Access Bill for motorcycles advances

I've been in places where motorcycle parking was not permitted. Mostly asphalt lots that didn't want kick stands sinking into them. Where I worked, they put in a cement pad in the asphalt lot for motorcycles to park on and didn't permit motorcycles to park anywhere else in the lot. I suppose they could do the same in most any lot if that was what their issue was with motorcycles to begin with. Maybe obnoxious exhausts in parking decks that set off alarms is the reason for some of the current parking bans.

Re: South Carolina Equal Access Bill for motorcycles advances

About 8 years ago my wife and I rode to Nashville and we were denied parking in all parking garages.

Re: South Carolina Equal Access Bill for motorcycles advances

At the university where I teach at in the Summer here in Cincinnati they have constructed a nice size concrete pad for motorcycles and won't permit mc parking anywhere else. The kickstands are the issue. When I triked my Wing I asked to park in car parking areas for staff since I had no kickstand. That took some consideration on the administrations part but finally decided that since my trike was still titled as a "motorcycle" I could only park on the pad. I accepted their logic and act accordingly.

I understand that if they open that rule up it would only add to confusion and probably problems.

Re: South Carolina Equal Access Bill for motorcycles advances

I don't know if this is still true, but several years ago a friend of mine inquired and was told there is no motorcycle parking at Palm Beach International Airport in south Florida. He was inquiring about overnight parking.
