Do you by any chance have LED brake light(s)? If so, you may need to put a resistor in line to give the pulsator circuit a resistance it needs. I can't tell you the value of that resistor (I'm sure one of our forum experts can), but my [very] basic experience with vehicle lighting makes me ask the question.

Can't help much not being able to see the bike.
Can only recommend making absolutely sure everything is connected properly.
Maybe even take it off and start over again.

I agree. something is wired wrong . Wire from brake light Switch is on the input side and the bulbs are on the output

i tried 2 different ones neither worked if it was wired wrong it would not operate test light .it can be wired up per instructions .the only thing that pulsates is test light THANKS

Any chance the OEM wiring was changed and the wires you're hooked up to are not the right ones now?
Do you have access to where the trike harness was spliced into the bikes wiring?
Trace the wires from the tail lights back to the point they are splice into the bikes OEM wiring and try hooking the pulsator to the trike harness there.
Good luck
