Newbie Question About Fuse Box

New Goldwing rider. Bought a 2016 GL1800 with CSC Viper trike kit. Going over the owners manual and taking the side covers off to look around and find where to check different fluids. After checking the fuse box for the extra fuses, I noticed the manual says if Main fuse A or B or the Speed Limiter fuse needs to be replaced you need to contact the dealer. Why? The bike owner cannot change them if needed? Just wondering.

Just a guess Tony but I expect it has to do with danger to bike and rider. If any of those do fail, there is a serious issue somewhere. :xszpv::gah:
