Just another way of getting a few extra bucks out of a job. They used to be included in the estimates as a cost of doing business. But they can now use one can one brake cleaner on 2 or 3 jobs and charge each for the same can.
 
HD dealer quoted me a price, then said plus shop costs. what does that mean
I take it you are talking about service dept? Generally, shop cost is the use of brake clean, shop towels ect. But get an idea of what their shop cost are generally.
Yes, what MyKneesbehurtin said if you were getting a quote on service. It is not much added to the service bill, but it does help cover the cost of supplies and incidentals. We do not charge it at our shop, but we don't have a large service business as a percentage of our total business, ours is mostly conversions.
