Just a note on the Government buying hollow points [Why]....:Shrug:
Military use of Hollow points is out lawed by the Geneva convention.
Any soldier taken prisoner with them can be shot on the spot...

Because in the land of AMBULANCE CHASERS, any bullet fired by a law enforcement officer that overpenetrates and strikes the wrong target ends in a lawsuit (nevermind the injury to the innocent bystander)
So agencies pay for as good of bullets as low bid will allow.

the 40cal was developed for just this reason (more power/ less penetration) and all on duty ammo in our department is hollow points. we have to buy our own!
