Freewheeler rear fender bras

Anyone know why H-D says that their rear fender bras fits onl6 the Tri Glide? I have seen 2 Freewheelers that have the Harley rear fender bras installed and they look great??

A while back someone used these people below. They called the company and the gentleman they spoke to had them custom made to extend over the fender like the Tri Glide.

I purchased the standard Freewheeler rear fender bras from Brasfortrikes and they seem to afford all the protection from road rash that I would need.
