Electrical - Hoping someone may know

My bike is a 1999 goldwing 1500 with a CSC kit. I have this what looks like some relay box under my seat which is wired to my fog lights that are mounted in the running boards. Everything is working fine. Is this box used to reduce voltage going to my foglights? I checked voltage going to my fog lights and it is 10.6 volts and the lights are still plenty bright.
My next question is I have a bunch of LED lights across my rear bumper, which are too bright. Can I hook into this box to reduce voltage so they aren't so bright. Right now the are wired directly into my taillights. I have added some pictures for your help.

I would think for safety's sake you would want all the bright lights you could get on the rear of your trike.

Yes sir the more you light it up the better. You need to be seen!!!!!!

Yes I like the idea of being seen, but these are bright enough to be mistaken for brake lights

You can build a 'Y' shaped wire that can run a resistor on the running light circuit and no resistor on the other end of the 'Y' for the brake light. The resistor will cut down some of the brightness on the running light end, but when you apply the brakes full intensity returns to the lights. One end of the 'Y' with resistor goes to the running lights of the tail light, the end without the resistor to the brake light wire and the bottom of the 'Y' to the lights in the bumper.

The bumper is LED. Change out the rest to match.
