'14 TriGlide rear brakes - anti-rattle springs?

OK, another mystery question. The service manual says when replacing the rear pads, to install the anti-rattle spring "in the upper groove". Why, then does the replacement pad set include 2 for each side (at least the EBC HH sets that I have bought do). The last time I replaced the rear pads, I used only the upper springs... in short order, the rear brakes will rattle when sitting at idle without the brake pedal depressed, and loud enough to be heard with the engine running! I didn't keep the extra spring after reading that in the service manual, and HD wants $19/side for them!

Anyone out there run into this issue? There is clearance for springs both top and bottom!
 
Parts manual says 4 each for anti-rattle springs = 2 per side .... but your right ... the manual says install one in the upper groove with no mention of the lower groove.

I was able to get them in both top and bottom grooves, but it completely compressed the springs, so there was no clearance for free movement. Pulled it apart, removed the lower springs, and reassembled. Working well, and I guess that I have a spare set of springs.

I did notice that the ones I was replacing had the spring tabs broken off (hence no springs, and it rattled!)
