Luggage Deck Rack for 1995 Lehman Bandit Body Style

I have a 1995 Lehman Bandit body style and I am looking for the deck luggage rack that was manufactured for that body style. I have attached pictures of one that I found installed on a bike. Looking for information on where to find one or someone who could fabricate if none are out there for purchase. (The lights are not needed)
