Tuner Question

Geezer here. Still waiting on surgery and new Freewheeler. While researching upgrades and mods for my potential new Freewheeler, I came across references to "tuners" and "tuning modules". Are these the same as diagnostic scan tools? (which I used quite a bit in my job as a Auto/Heavy Equipment Electrician) Or do they actually program/reprogram the engine computer ECU?
 
Yes, they actual reprogram various functions. They can be used to achieve more output from engine, etc...
 
So the Vance and Hines FP4 (and others like it) would just reprogram the ECM after any modifications affecting the fuel system?
 
I have the Dynojet Power Vision PV-2B. Bought it from Fuelmoto. They have an extensive list of dyno tunes. If you buy the tuner from them, as you upgrade exhaust, air cleaner, cam, etc, they will send you an updated tune to match. It has a couple other features I like. It will read and clear fault codes, I can put multiple tunes in and switch easily, I can see live engine parameters as it’s running, and it lets me change idle speed.
