spacers on shock mounting bolts

Recently installed new shocks on 2004 Gl 1800 with independent rear suspension. the mounting bolts were not completely covered with spacers is this normal? does anyone know the actual dimensions of the correct spacers? Thanks for any and all replies.
 
Sorry dont know how to post pictures . Perhaps I should have said that the shocks are not completely captured by spacers. there is an area on the top bolts towards the front of bike where about 3 inches of the mounting bolt does not have any spacers on it.
