No Drill Luggage Rack / Flag Mount?

I would like to mount two small flags on the back of my 21 Freewheeler trike. I don't want to drill any holes. I have the OEM sissy bar/passenger back rest, but I rarely have it mounted and it's usually in my garage. What are my no drill options to mount the flags? Is a sissy bar luggage rack my only choice? Is there a particular rack you suggest? I looked online and found all kinds of racks for the Touring trike, but not for the Freewheeler. I'd appreciate any suggestions.
 
You could make two flag holders using some round stock from Lowes or Home Depot that would fit the holes where your passenger rest attaches. Put a notch around the bottom of each one to mimic the notches in the backrest brackets that latches them in place. Shouldn't be to difficult to fabricate.

I'm not the most mechanically inclined person in the world, so I'm not sure I could pull that off. I was hoping for a simple, no drill rack that would attach to the passenger rest or something similar. When I search Amazon, there appears to be several for the touring trike, but can't find one for the Freewheeler.
