According to the article the employee that caused the problem was fired. It isn't real clear but it sounds like the 291 revoked licenses were issued without NICS background checks being done. Possibly these were ones that would have failed the check for some reason and should not have been issued/approved.

Before anyone jumps on me I am pro 2A and licensed to, and do, carry.

I just renewed my out of state Florida permit about a month ago. Had it for 16 years. No problem what so ever. How ever, I'm one of the good guys.....With a gun.:gun2:
