What is this and can it be taken off without too much expense?

What kind of bike is it? Most bikes don't have this as an option, and it's probably been added by someone, but without knowing specifics, that's anyone's guess. With questions like this, more information is always better.

Yes removable. Or you can still shift it manually. Pictures always helps.
