My guess is that it is not really a bumper, but an assist handle for a 4 wheel drive or big rig truck. You may want to try a truck stop or truck chrome shop. They have a lot of lights there cheaper than a motorcycle shop and some unique ones. They do list a light bar on their price page, but no image. I still think that what is in the picture is a handle turned into a bumper.
Looks just like a chrome oval closet rod with plastic end caps. Maybe they are home made ...:Shrug:

But how did he or she get such a perfect match to the body curve? Even if aluminum, with some kind of jig and possibly heat, that would be hard to bend. Then you need to weld that mounting piece. If it is this stuff the guy/gal must be a machinist or darn handy with a shop full of goodies. It can be done but not by the regular rider. Custom made is without a doubt my guess and I think you got it right about this being the start. But were the LED's on the surface or in a channel? I can't really tell from the picture. So it might be custom from the get-go. But nice no matter how and obviously unique and desirable.(Yes)(Yes)(Yes):LooksGreat:
