Can anyone tell me if a Goldwing 2008 without the comfort package is pre-wired (and has the connections) to fit a heated seat?

I do not have an 08, I do have an 06 w/the comfort package. A partial answer to your question, which you may already be aware of.
Just adding an OEM heated seat is much more involved than just "hooking" up wiring and bolting the seat on.
As an OEM system, heated grips are included and must be "wired in" or the seat will not work(there is a way around this). Also, the controls for both the seat and the grips are mounted in the top shelter on the bike.
I'm sure you can find a way around all this, if you want to. Just wanted to make sure you are aware of how the OEM system works.
 
You have another PM - I found the link I was hunting that tells how to "hook up" an OEM heated seat on a non-comfort package Wing.
Sorry about the 1st misleading post I put on here.

A heated passenger back rest is part of the comfort package also, if you can find one of those, I'm sure your passenger would like it.
