it is from a 1964-1965 vw bug. has a 17mm bore, very important and not use a newer 19mm bore. i think the last numbers are 023B. call vw shop or napa or go online.

Brake Master Cylinder (17mm Bore), GERMAN, 1965-66 T1, 113-611-023BGR seems to be a match, and now that I know what I'm looking at, I can see the 17 stamped on the bore. Thanks much!
