I would stick with the o-rings. Unless they have changed things, the plugs are "o-ring boss" and the o-ring rides in a slot in the plug. It does not seal on the face of the cover, but a boss milled into the cover. The only time I have seen, or had to use a washer was on over-sized plugs after somebody had stripped the threads in the opening and they are usually fiber washers. Stay with the o-rings. If you try crush-washers...you may strip the threads getting them to seal.
Honestly....I have "never" had an o-ring go bad on it's own on a Harley.
...and DO change those o-rings every time you pull those drain plugs. The rings do have pressure on them and are easily distorted by that and the heat.
