and there continue to be pushers 'cause nobody really cares enough to stop it. Some thug/punk can make serious amounts of money pushing, and IF he ever gets caught he gets slapped on the pee pee and turned loose after a short while. While in the can he still gets three hots and a cot (which is often more than he would have had BEFORE he started pushing, and if he gets away with he's rich. Where's the "disincentive"? If the punishment was enough to offset the financial incentive, there would be a decrease, but 'till then.......
