Possibly earlier than that. Burns, in his Vietnam documentary, states that Ho Chi Mein wrote a letter to Truman asking for aid which was never delivered by the CIA. This was at the height of the Red Scare and McCarthy. My opinion is the whole damn mess could have been avoided.- 2006gold
