Wet Fill vs Dry Fill primary fluid

Can someone tell me the difference between a wet fill and a dry fill on the primary.I assume if you just drain the fluid and refill it it's a wet fill.If you pull the primary cover wipe it out and refill it ,is that a dry fill? Dumb question I know ,but the shop manual does not explain it.

Dry is when the primary is disassembled and put back together , Wet is when you just drain the primary .
